Office of Tax Legislative Counsel Attorney-Advisor Positions

Job Description: The Office of Tax Legislative Counsel (TLC) is part of the Department of the Treasury's Office of Tax Policy responsible for advising the Assistant Secretary for Tax Policy and senior Treasury officials in connection with the formulation of legislative and administrative proposals that further domestic tax policies. TLC consists of over 20 lawyers and tax policy advisors who share a commitment to serve the nation by advising on and reviewing domestic tax policy and legal matters. Attorney-advisors work in the Main Treasury Building located at 1500 Pennsylvania, Avenue, NW, Washington, DC. Partial telework is permitted.
Duties:
On a daily basis, TLC attorney-advisors enjoy the privilege of shaping domestic tax matters (other than employee benefits and pension matters) with their experiences and perspectives as they consult with colleagues in the Internal Revenue Service (IRS) to develop regulations and other administrative guidance under the Internal Revenue Code and offer their technical expertise to Congressional staff drafting tax legislation. Attorney-advisors may also review operation of the tax laws and make recommendations for revisions; present explanations of tax legislation and guidance to the Department; provide briefings for higher officials of the Department to use in Congressional testimony, reports, and correspondence.
Applicants should also have strong legal research and writing skills, as well as an interest in public service.
Qualifications:
We are seeking to hire attorneys at the GS-14 or 15 level who have at least six years of relevant legal experience (which may include a judicial clerkship). Applicants should have significant experience in at least one of the following domestic tax areas:
- Digital assets (e.g., cryptocurrency);
- Tax procedure, administration, and compliance;
- Financial institutions and products;
- Tax-advantaged bonds including tax-exempt bonds; and/or
- Taxation of C or S corporations, consolidated groups, partnerships, or other business entities and their owners.
AND
- Experience conferring with persons or groups interested in their suggestions for new legislation or guidance or on complaints with respect to existing legislation or guidance, answering questions relating to tax legislation or guidance, conferring with the appropriate interested officials, attorneys, or other technical employees with respect thereto.
AND
- Experience with original investigation and research, preparing detailed memoranda and making recommendations on action to be taken regarding domestic tax matters.

Education:
Education Requirements: Applicants must (1) be a graduate of an accredited law school with a LL.B., J.D. or equivalent; and (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia.
The education must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency.
