Call For Papers: Conference On Tax Law, The Environment, And Climate Change

American tax policy institute and pace environmental law reviewThe American Tax Policy Institute (ATPI) and the Pace Environmental Law Review (PELR) are pleased to announce a Call for Contributions for a Conference on Tax Law, the Environment, and Climate Change. The conference is co-sponsored by the Elisabeth Haub School of Law and its Sustainable Business Law Hub, as well as Pace | Haub Environmental Law. The event will take place on March 21-22, 2025, at Pace University’s Downtown Campus in Lower Manhattan.

The Conference focuses on the interaction among tax law, climate change, and social justice as well as other pressing environmental issues. The goal of the Conference is to explore how tax and sustainable business strategies impact environmental issues and to bring consideration of environmental and social justice impacts into mainstream discussions surrounding the enactment and administration of tax laws. The intended scope of the Conference is broad, focusing not only on the context of using U.S. tax law to address environmental concerns, but also on the use of the tax laws of other countries for environmental and justice purposes, and will consider all tax areas, including income, consumption, transfer, wealth, and/or other national-level taxes, as well as subnational taxes and other fiscal instruments such as emission trading schemes.

The two-day conference will feature panel discussions bringing together academics, practicing attorneys, economists, accountants, policymakers, legislators, and others to consider issues related to environmental issues and taxation and to consider future strategies and challenges in using tax policy to address environmental and justice issues. Panel topics will include: Climate Change and the Inflation Reduction Act; Carbon Tax Proposals; Taxation, Economic Impacts, and Environmental & Social Justice; and Sustainable Finance, ESG, and Climate Resilience.

We are now seeking participants interested in contributing to these panel discussions. Participants can be legal academics, economists, legal practitioners, accountants, government officials, policy researchers, or others with an interest and expertise in tax law and its administration. Contributors from the United States as well as other countries are welcome.

Scholars, analysts and policymakers of all levels of seniority and from all disciplines are invited to submit proposals for consideration for inclusion in the conference panel discussions. Those interested in presenting should send an abstract of no more than 500 words describing their proposed presentation and a copy of their CV to Pace Environmental Law Review Symposium Editor Mackenzie Wittig at [email protected]. If the proposed panel presentation is based on a published or soon-to-be-published work, please also attach a copy or draft of the work. Expressions of interest are due by October 15, 2024. Accepted participants will be notified by December 15, 2024. Accepted participants should submit circulation drafts of the work to be presented no later than March 1, 2025. Selected participants may be invited to publish their completed papers in a special Symposium Issue of the Pace Environmental Law Review. More information will be forthcoming once participants have been selected.

Limited funding may be available for reasonable travel and lodging expenses of those selected to present their work. In your expression of interest please indicate whether you will need financial assistance to participate in this event. Selected participants will also be invited to a welcome dinner on the evening of Thursday, March 20.  The conference will be open to members of the public.
