Karen L. Hawkins was the Director of the IRS Office of Professional Responsibility from 2009 to 2015. Ms. Hawkins earned her JD and MBA from Golden Gate University in San Francisco and has a wealth of professional experience and accolades.

Ms. Hawkins practiced in the California Bay Area with the offices of Touche Ross & Co. (now Deloitte), as a solo practitioner, and with the firm of Taggart & Hawkins. She taught research and writing at Golden Gate University School of Law and served as an adjunct professor in Golden Gate’s Tax LL.M. program. Her work has been published in journals such as the Journal of Tax Practice and Procedure, the Journal of Taxation, and The Tax Lawyer. Ms. Hawkins held many leadership positions in the American Bar Association’s Tax Section, including Vice-Chair for Professional Service, Chair of the Task Force on the Office of Professional Responsibility, Chair-Elect, and Chair of the Section.

Ms. Hawkins has received many honors, including the 2022 Distinguished Service Award from the ABA Tax Section, the V. Judson Klein Award for excellence in and commitment to the tax profession from the State Bar of California Taxation Section, the National Pro Bono Award from the ABA Tax Section, and the Bruce Hochman Lifetime Achievement Award from the UCLA Tax Controversy Institute. She was awarded an honorary Doctor of Laws by Golden Gate University for excellence in and commitment to the legal profession. Ms. Hawkins presented the 2017 Erwin N. Griswold Distinguished Lecture at the American College of Tax Counsel, and currently sits on the Board of Directors of Tax Analysts.
