The fiscal 2020 budget signed into law December 20, 2019 is a big disappointment for tax administration, continuing the over 20-percent inflation-adjusted decline in IRS funding since 2010 that has eroded enforcement, reduced audits, and handicapped performance.

The IRS should show America that its budget is a good value by being transparent and fairly specific about its challenges (that big firms and revolving-door elites already know), and about how it's doing its part to fix them with clearer regulations and forms and more efficient auditing.

This could be a great tie-in with the new IRC 7803(e)(5)(B) report to Congress about the number of cases it holds out of the historically murky administrative Appeals settlement process "and the reasons (described by category)."
