Policy Implications Of Opportunity Zones

This article summarizes the Opportunity Zone incentive in the Tax Cuts and Jobs Act by providing descriptive statistics on the selected zones, outlining considerations for investors, and using data on the New Markets Tax Credit to inform expectations of investors' responses to this policy.

I only scanned the article, so apologies if I missed this. But any discussion of tax policy should review the economic public policy research about the "tax wedge." Simply put, any tax or other public policy that induces investors to do something they would not otherwise do is a market distortion. Said another way, get ready for unintended consequences.
