"The IRS estimated it has spent $20 million responding to congressional inquiries, generating more than one million pages of documents and providing agency officials to testify at 27 congressional hearings." This is "stonewalling?"

So the IRS commissioner flat out lied to congress. When a new guy takes over and does this, it can only happen because he was told to by his boss.
