New York Times, What's So Bad About a Flat Tax?
Herman Cain has come under criticism -- even ridicule -- from all political sides for his “9-9-9” plan: a 9% personal flat tax, a 9% corporate flat tax and a 9% national sales tax. But many fiscal conservatives and good government advocates have pushed the flat tax idea for a long time. What’s wrong with Mr. Cain's plan? Why shouldn't it be taken seriously?
