Cuba Announces New 'Small Business Friendly' Tax Code

Fidel Cuba yesterday announced a new tax code that it claimed was friendlier for small business, as the government struggles to build a larger private sector within the state-run economy.

What small business? I thought the government owned all the economy under communism. Did they go capitalist when no one was looking?
