I'm puzzled by the pieces by Dan Mitchell on the House GOP corporate tax plan. He assumes that the tax is not a VAT, but I think it is. The plan basically involves repealing the corporate income tax, and replacing it with the combination of a VAT and a wage subsidy (through the individual income tax). Its a bit convoluted, but this is what it is.
