It is time for Marco Rubio or Ted Cruz to deliver The Speech—or lose. Lose the campaign, the party, the Supreme Court and an already diminished country’s next four years. ...

The Trump tax returns do look like his Achilles’ heel but won’t emerge from the Lois Lernerized IRS until the Democratic nominee needs them to drop the scales from the eyes of Mr. Trump’s supporters.

Trump is the one holding up his tax returns. It is illegal for the IRS to make public the tax returns of private citizens without a court order.

Right, James. That's why partisans in the IRS will leak Trump's tax returns to friendly organizations for publication in late October.

Can anyone give an example of a leading political figure's returns that were "leaked" by the IRS to the press? Anyone?
