The idea that Alabama's constitutional limit of about 1.75% on property taxes is motivated by racism is absurd. My own property tax in liberal Bloomington, Indiana is only about 1.8%. And, as the paper linked by the post points out, the 1905 constitution makers had no worries that black-controlled local governments would raise taxes, because blacks were disenfranchised already.

Whatever a Southerner says or does is going to be considered racism for many who claim to have no prejudices and who ignore that it was Democrats who passed Jim Crow laws.
