The IRS plans to delay the start of tax-filing season by a week or two because of the government shutdown, the agency said on Tuesday. But taxpayers will still have to turn in their 2013 returns by April 15 as usual [IR-2013-82].

Call me a cynic, but I believe that the IRS is using the government shutdown as an excuse for delaying refunds in 2014 to stir up resentment against a certain political party, just as was done by shutting down war memorials to veterans in open park land. The IRS is still engaged in partisan politics.
