I was working for a multi-zillion dollar financial services company in the 1980s when one of those occasional government shut-downs occurred. We had a team of IRS guys in our building working for weeks on two cases -- an employment tax audit for one set of years and an income tax claim for refund for some earlier years. The shut-down required these guys to work only on 'essential' projects. So the employment tax audit continued and our claim for refund got shelved.
I imagine we'll see a similar strategy as the sequester gets implemented.
