IRS to Appeal District Court Ruling Barring Regulation of Tax Return Preparers
Following up on my prior posts (links below): the IRS plans to appeal Friday's U.S. District Court decision (Loving v. United States, No. 12-385 (D.C. D.C. Jan. 18, 2013)) that the IRS lacks the authority to regulate tax preparers:

Meanwhile, tax preparers who have scheduled the (outsourced) IRS test and paid the $116 fee, report that all tests have been canceled. The company that administers the test tells them that the funds have been "frozen," so there will be no refunds until further notice.

IRS filed its notice of appeal on Wednesday, February 20.
