Given the strenuous resistance of Republicans to any tax increase, it would seem that voluntary taxation is the only kind they will accept. This being the case, this article examines the theory and history of voluntary taxation. While it may be viable in certain cases in small, cohesive communities, too much of what the federal government does consists of public goods that require broad-based taxation.

That first sentence of the abstract makes no logical sense. Does it? It says that if you don't want a tax increase, then your view must be that paying taxes has to be voluntary. There must be more nuance to the paper than that.
