IRS Seeks Grant Applications for $6 Million in Funding for Low Income Taxpayer Clinics

IRS Logo The IRS has announced (IR-2012-50) that it is accepting grant applications for Low Income Taxpayer Clinics for the 2013 grant cycle (Jan. 1 - Dec. 31, 2013). Applications will be accepted May 1, 2012, through June 15, 2012. The LITC program awards matching grants of up to $100,000 per year to qualifying organizations to develop, expand, or maintain a low income taxpayer clinic. The IRS will award a total of up to $6,000,000. In 2012, the IRS awarded grants to 36 law school low-income taxpayer clinics.

All applications are welcomed and will receive full consideration.  The LITC program is particularly interested in receiving applications from organizations in areas that are currently underserved.  In the areas that are underserved, the IRS encourages applications from new clinics or from existing clinics wishing to expand their coverage to underserved areas.  Currently underserved areas are as follows:

Underserved States for Applications to Provide ESL Services

 Connecticut, Colorado, Kentucky, Louisiana, Montana, New Mexico, South Dakota

Underserved Metropolitan Areas for Applications to Provide ESL or Controversy Services
(New or Existing Clinics)

Los Angeles, Calif., including the following counties:

Los Angeles, Kern, Riverside, Ventura

Sacramento, Calif., including the following counties:

El Dorado, Placer, Sacramento, San Joaquin, Stanislaus

Philadelphia, Pa., including the following counties:

Berks, Delaware, Philadelphia

St. Louis, Mo., including the following counties:

Cape Girardeau, Jefferson, St. Francois,  St. Louis

I once asked IRS for a list of organizations who received these grants, and the amounts. They told me I would have to submit a Freedom of Information Act request. Since then, I have wondered what they are trying to hide.

All that money to help people file for their earned income credits and get even more money from people who really pay taxes. It would be cheaper to eliminate this program altogether.

I've seen the Villanova clinic students in action in Tax Court a number of times. It's a great way for young lawyers to get their feet wet, and helps taxpayers and the Service settle cases faster than they would otherwise, I think, mainly by educating the taxpayer and serving as a kind of "interpreter". It even works that way when the taxpayer is being devious - after talking to the law students, people who clearly thought they could fool the judge realize their brilliant plan is not going to fly.
