Pittsburgh Abandons 1% Tuition Tax for Larger "Voluntary" Contributions from Colleges

Following up on my prior posts (here and here):  Pittsburgh Mayor Luke Ravenstahl has abandoned his proposed 1% tuition tax in exchange for pledges by colleges and universities within the city to make larger voluntary donations to the city in lieu of property taxes on their tax-exempt property:
