Any statistical data/proof to support this; any basis/criteria for his 'thermometer' provided? I would love to have it, as the liberals of my office for some reason find this thermometer offensive. ?????

This is not a very useful chart. Firstly, adjustments for inflation, if any, need to be clearly documented. If one assumes that these numbers are adjusted to recent dollars, the scale represents a very small fraction of the overall budget: the extreme end of $39B is less than 10% of the average annual deficit since George W. Bush took office.
